Emperor Wang Mang (9-23 AD) of the short-lived Xin Dynasty was fond of reforms. He initiated no less than five coinage reforms, thereby creating a large number of new coin types of new face values. This coin dates back to his fifth and final reform in the year 14 AD. It was called huo chüan after its inscription. Unlike all the other denominations that Wang created during his reign, the huo chüan-coins succeeded. In fact, they were more successful than their creator in the end, as Wang was overthrown by the Han Family in 23 AD. His coins circulated until 40 AD; then they were replaced by the traditional wu shu again.
